"..education for the citizenry" - the absence of that on many fronts is the reason why 'Elephant projects' will always be with us. We will forever oil emotion, ego, selfishness, corruption, etc in decision-making.

Ultimately where there's consequence for spending someone else's money you'll see this will always happen..

Even in our personal lives we have tiny white elephant projects, all well intentioned but ultimately that entire exercise rowing swimming Abs machine is now a clothes rack...

Recently, the Nigerian Minister of Health pushed back, admirably, on legislative proposals for new federal medical centers on the ground that the existing ones were inadequately funded. Similarly, lawyers in Nigeria are protesting a bull to establish more law schools when the existing ones are woefully underfunded. The central theme running through the pushbacks is a creeping realisation that government is not a superpower. Alas, still a drop in the ocean. White elephants will remain with us a long, long time
